French PLFSS 2027 Proposal for Capped Health Contracts Risks Lowering Optical Reimbursements
PLFSS 2027 : un projet de « contrat santé à prix plafonné » qui risque de menacer le panier moyen des opticiens
During the October 12, 2026 examination of France's Social Security Financing Bill (PLFSS) for 2027, a government proposal emerged for a capped-price individual complementary health contract targeting seniors and self-employed individuals. This initiative, detailed in Annex 9 evaluation sheets associated with Article 12 on Ocam taxation, has drawn opposition from health insurance federations. For opticians, the primary concern is that regulated premiums will force insurers to cut reimbursements for free-market equipment (Panier B), increasing out-of-pocket costs for consumers. Consequently, buyers may shift toward standardized '100% Santé' offers, potentially reducing average basket sizes and limiting access to technical lenses. The specific contribution cap remains undefined, pending future negotiations between the government and health insurance bodies.
